Certification of Management Systems

1. General

 

1.1. Branch of the Authority for confirmation of conformity of the management systems of JSC ««National Center for Expertise and Certification» (hereinafter - Branch) provides the services for confirmation of conformity of management systems in accordance with the principles of impartiality, competence, openness and confidentiality.

 

1.2. Branch is responsible for timely notification of customers about any changes in their demands, including these terms and conditions.

 

2. Confirmation of conformity of management systems

 

Works on confirmation of conformity of management systems are implemented under the Agreement with the client and include:
  • initial audit (certification);
  • inspection control during the first and second years;
  • recertification audit (recertification).

 

2.1. Initial audit

 

Initial audit consists of two stages.

 

2.1.1. The first stage of the audit includes an analysis of management system documentation for compliance with the requirements of standards. By the results of the first stage will be given the conclusion to the client about the willingness or unwillingness of the client to the second stage. In the negative case, the client will be offered to finalize the management system and submit information about completed activities to the Branch.

 

2.1.2. The second stage of the audit is to assess compliance with management systems requirements specified in the standards and documents of client's management system. The second stage of the audit takes place in the client’s office and at the production facilities. According to the results of the second stage will be given the act and report to client. If by the results of audit of management system revealed inconsistencies, the client must develop appropriate corrective actions, and coordinate them with the Branch.

 

2.1.3. Conditions for issuing a Certificate of Conformity

 

Certificate of Conformity (hereinafter - Certificate) is issued to the client if the following obligatory conditions were performed:
  • carried out the first and second stages of the audit, there are all necessary evidence of conformity;
  • all the inconsistencies revealed during the audit have been eliminated and the client has provided objective evidence of their elimination to the Branch;
  • client has fully complied its contractual obligations to the Branch;
  • audit results are checked and approved by the Management of the Branch.

 

The certificate is issued in the State and Russian languages, and is valid for three years. Together with a certificate of conformity for management system, the client will be given the right to use certification mark.

 

2.1.4. The use of the Certificate and Certification Mark

 

Client is not eligible alter, modify, damage or destroy the Certificate. Client must comply with the requirements of the Rules of application of the Certification Mark, which is an integral part of the contract for inspection control. Branch controls and, if necessary, takes an action in the case of incorrect references to the certification status or misuse of the Certificate, Certification Mark.

 

2.2. Inspection control

 

Inspection control is carried out during the period of validity of the Certificate not less than once a year. The first inspection control is carried out not later than 12 months after the certification audit. Certified client may the Contract for inspection control at any time terminate while its certificate will be canceled.

 

2.3. Recertification

 

Recertification is carried out before the expiry of the Certificate. The client shall submit an application to the Branch not less than two months before the expiry of the Certificate.

 

2.4. Expansion or contraction of the field of certification

 

Expansion or contraction of the field of certification is carried out by an official request of the client indicating the justification of this change and the required new area of certification. Examination with the purpose to change the field of certification can be carried out both during the regular inspection control, and during the additional audit. On the basis of positive results of verification, the new Certificate shall be issued with the changes in the field of certification.

 

2.5. Suspension or cancellation of the Certificate of conformity

 

2.5.1. Branch may temporarily suspend the Certificate in the following cases:
  • systematically observed violation of the performance requirements of the management system;
  • client impedes the inspection control;
  • guest did not inform the Branch about significant changes of Management System;
  • standards, establishing management system requirements were changed, and the client does not provide compliance with the new requirements;
  • client violates the rules of using the Certificate and Certification Mark;
  • client voluntarily requested the suspension of the Certificate;
  • termination of activity of the client (the union, separation, change of ownership, etc.).

 

2.5.2. When validity of the Certificate suspended, the client's management system certification is considered temporarily invalid and the client is not entitled to carry out further advertising of its certification.

 

2.5.3. The renewal of the certificate shall be made only on the basis of verified facts, eliminating the causes that led to its suspension. The renewal of the Certificate that has been suspended on request of the organization, is made on the basis of a written request of the client during the period of suspension of the certificate.

 

2.5.4. Branch may cancel the Certificate in the following cases:
  • client did not comply with the conditions of certification of the Branch;
  • confirmation of the information about the systematic objective claims from client’s customers;
  • client did not eliminate the reasons of suspension of the certificate of conformity.

 

In the case of suspensions or cancellations of validity of the Certificate, Branch informs the client about the decision and its causes in writing and sends the information to the Authorized Body of Technical Regulation and Metrology of the Republic of Kazakhstan.

 

3. Safety

 

Client assumes the responsibility for the safety of employees who are involved in the provision of services for confirmation of conformity of management systems. If necessary, the client must carry out safety instructions of employees of Branch and provide them with the necessary personal protective equipment.
  1. 1. General

 

1.1. These requirements are open to all interested parties and establish procedures of working with claims and complaints from:

  • service consumers, and other interested parties;
  • other certified organizations;
  • accreditation bodies;
  • government bodies, and other legal entities and
  • individuals

and appeals from service consumers.

 

1.2. The staff of Branch of the Authority for confirmation of conformity of the management systems of JSC ««National Center for Expertise and Certification» (hereinafter - Branch) and the assigned staff performs services in accordance with the requirements of normative documents and also performs actions aimed to prevent possible claims, appeals and complaints (detection and eliminate the causes of potential claims, appeals and complaints).

 

  1. 2. Reception, registration of claims, appeals and complaints

 

2.1. Channels of receipt of claims, appeals and complaints can be: incoming correspondence on paper and electronically, the media, statements of interested parties, including internal complaints, oral requests, and phone calls.

 

2.2. At receipt of claims, appeals and complaints are registered in the register of claims, appeals and complaints from consumers in the days of its receipt. Branch acknowledges receipt of claims, appeals and complaints, and, further, informs submitter of claims, appeals or complaints about the progress and achieved results.

 

  1. 3. Consideration of claims and complaints

 

3.1. After receiving a claim or complaint, the branch determines if the claim or complaint concerns certification activities for which it is responsible, and if «yes», then begins to work with this issue. If the claim or complaint concerns the certified client, then while checking claims or complaints must be considered the effectiveness of its certified management system.

 

3.2. For any claim or complaint in respect of certified client received by the branch, the request is directed to this certified client. A registered claim or complaint is analyzed by the Head of division in order to:

  • determine whether a claim or complaint is the disadvantage of the work of the Branch (Branch Division);
  • determine the cause of the appearance of a claim or complaint;
  • development of appropriate corrective and preventive actions.

 

3.3. The analysis is conducted on the basis of the normative documents that define the requirements for the relevant work or services. The criterion for a decision is the eligibility of the claim or complaint in relation to the requirements of the relevant work, service, or the document of Branch.

 

3.4. The decision which reported to submitter of claim or complaint is made (or reviewed and approved) by the person(s) not involved into the subject of the claim or complaint. In the case of the validity of the claim or complaint it is being developed and implemented corrective and preventive actions, and is assigned deadlines and executers. The results of the investigation and elimination of claims or complaints necessarily reported to the Governing Council, a division-executer, which activities concerns the claim or complaint.

 

3.5. The results of the analysis and processing of claims or complaints, in writing, are sent to the organization from which the claim or complaint was received. In the case of unsubstantiated claims or complaints it is prepared an official response with proof of the correct action of the Branch in relation to the case specified in the claim or complaint. The response must contain references to normative documents, in accordance with which the work was performed or services provided.

 

3.6. The results of the actions taken for claims or complaints are brought to the attention of Governing Council.

 

3.7. Branch, together with the submitter of the claim or complaint, determines whether the subject of the claim or complaint and decisions made for it, is promulgated and if so, they determine the degree of promulgation.

 

  1. 4. Consideration of appeals

 

4.1. Control actions on the received appeal are entrusted to the person s), not involved in carrying out these works on confirmation of conformity and making the certification decision, by the Managing Director of the Branch. This person is responsible for the collection and preparation of documents on the subject of the appeal and its preliminary analysis.

 

4.2. Preliminary analysis of the appeal is conducted jointly with the head of the division whose powers concern this appeal in order to determine validity of the appeal, to identify the causes of the appeal and determine the action regarding the received appeal. At the same time determines whether the appeal can be satisfied taking into account measures proposed by the submitter of the appeal. Analysis of the appeal is made on the basis of normative documents that define the requirements for the relevant work, product, service, or document.

 

4.3. Appeal can be of the ineligible character as it may be submitted on obviously right actions and results of operations of the Branch. In the case of the validity of the appeal, the responsible person develops a plan of necessary actions, determines the specific terms and Branch division which is responsible for carrying out the appropriate action.

 

4.4. The results of the analysis and developed actions on all appeals submitted for approval and adoption of the final decision to the Appeals Commission of confirmation of conformity entity.

 

4.5. Adopted decision by the Appeals Commission of confirmation of conformity entity and the results of the analysis and processing of appeals by the Branch brought to the applicant of the appeal in writing,

 

4.6. If the applicant is not satisfied with the results of the consideration of the appeal, it has the right to appeal against the action of the Branch to the Appeal Commission of the authorized accreditation body.

 

4.7. In the case of invalidity of the appeal, the responsible person prepares an official response to the applicant with the evidence of the correctness of operations of the Branch, applied to the case, which was appealed. The response must have references to normative documents, in accordance with which the decision about confirmation of conformity was made.

 

  1. 5. Formation of response

 

All outbound responses to claims, appeals and complaints are issued on headed paper of the Branch. The second copy of response to the claim, appeal or a complaint with the appropriate visas of executors, as well as Heads of divisions involved in the execution, specialists and all correspondence regarding to this document is attached in the case in accordance with the approved nomenclature of Branch cases.

 

Customs Union

 

JSC «NCEC» is included in the Unified Register of the Customs Union implementing its activities in accordance with the requirements of the Regulations on the formation and maintenance of the Unified Register of certificates of conformity and registered declarations of conformity issued under the Uniform. Body for confirmation of conformity is ready to provide certification services in the voluntary and compulsory areas according to the technical regulations of the Customs Union:
